b. Design parameters including "Applicable or Relevant and Appropriate
Requirements" (ARARs) , and design restrictions, including permits;
3. 1.2 Work Plan. The AE shall prepare and submit a remedial design
work plan as described in paragraph 4.2.2 of reference 10.14 which addresses,
as a minimum, the following:
a. Composition of the Design Team;
b. Health and Safety Program for Field Activities;
C. Requirements for additional field data collection;
d. Requirements for extraction/injection well evaluation;
e. Design Schedule;
f. Design criteria and assumptions; and
g. Proposed Treatment schemes.
The AE shall submit versions of this document in accordance with the require-
ments of Section 4.0 and the schedule provided in Section 5.0 of this sow.
3.2 General Design Requirements The engineering reports that the AE
prepares as part of the remedial design will consist of three kinds of docu-
ments; (1) design documents consisting of plans and specifications for con-
structing the selected remedy, (2) written plans that describe how the
remedial action will be implemented and monitored, and (3) a "Services Con-
tract" work statement that contractually describes how the facility will be
constructed, operated, and evaluated.
3.3 Groundwater Remedial Design The AE shall perform remedial design
of the selected remedy that withdraws groundwater containing contaminants at
levels equal to or greater than those established in the ROD, treats the con-
taminated groundwater, and returns the treated groundwater to the aquifer or
holding pond. The ROD has defined the groundwater contamination as operable
unit one (OUl) . The system designed by the AE shall include all components
and actions necessary to accomplish treatment of contaminated groundwater to
the effluent levels established in the ROD for OU1. Aquifer pump tests have
been performed at the site but uncertainties still exist as to the aquifer's
characteristics. The intent of this SOW is that the system design use the
available information and that provisions be made in system design to allow
for the installation of additional wells and/or adjustments in the pumping
rates of wells and treatment plant capacity to optimize system operation.
AA-3
