protectiveness of the ROD remedy for VOCs in soil, including no further action determinations,
in light of the new TCE toxicity data.
7. Section 9.2,Recommendations and Follow-Up Actions, Operable Unit 2,Page 9-2: In response
to a previous comment on lead contamination left in place at a portion of Site S-26,
recommendations may need to be included for this site. Please add appropriate recommendations
and follow-up actions for Site S-26.
8. Section 10.0,Protectiveness Statement,Page 10-1: The protectiveness statements for OU 1 and
OU 2 require concurrence from the regulatory agencies. Please add a signature page or discuss
how signatures denoting regulatory concurrence with the protectiveness statements will be
obtained.
9. Section 10.2, OU 2 Protectiveness,Page 10-1: This section states that no follow-up actions other
than enforcement of ICs are necessary, but specific comments on risk assumptions used in PRGs,
such as new soil ingestion rates and new TCE toxicity criteria, and on residual lead
contamination at Site S-26 may result in questions about this statement. In the process of
responding to these specific comments, please reconsider the statement that no follow-up actions
other than enforcement of ICs are necessary.
10. Table 4-8,Page 4-29, Section 4.3.3.7,Page 4-29, Section 4.3.3.10,Page 4-30, and Section
4.3.4.2,Page 4-30: The table states that the remedial actions for Sites S-3 and S-26 were
completed in 1996,but the text states that they were completed by 8 July 1998. In addition, the
table states that the remedial action for the Pesticide Mix Area was completed in 1995,but the
text states that they were completed in 1996 after two additional excavations. Please resolve
these discrepancies.
REFERENCES
U.S.Environmental Protection Agency(EPA) Office of Emergency and Remedial Response,2001.
Comprehensive Five-Year Review Guidance.EPA 540-R-01-007,OSWER No. 9355.7-03B-P.
