WASTE DISCHARGE REQUIREMENTS - 5 - <br /> DEFENSE DISTRIBUTION REGION WEST SHARPE <br /> INTERIM GROUND WATER CLEANUP SYSTEM <br /> SAN JOAQUIN COUNTY <br /> TPH: These limits are consistent with General Order No. 92-150 which regulates the <br /> discharge of petroleum contaminated ground water to surface waters. <br /> 19. The beneficial uses of French Camp Slough and the San Joaquin River downstream of the <br /> discharge are municipal, industrial, and agricultural supply; water contact and noncontact <br /> recreation; esthetic enjoyment; navigation; ground water recharge, fresh water replenishment; and <br /> preservation and enhancement of fish, wildlife and other aquatic resources. <br /> 20. The beneficial uses of the underlying ground water are municipal and domestic, industrial, and <br /> agricultural supply. <br /> 21. The permitted discharge is consistent with the antidegradation provisions of 40 CFR 131.12 and <br /> State Water Resources Control Board Resolution 68-16. Compliance with the final effluent limits <br /> will ensure that the impact on water quality will be insignificant. <br /> 22. The action to adopt an NPDES permit is exempt from the provisions of Chapter 3 of the California <br /> Environmental Quality Act(CEQA) (Public Resources Code Section 21100, et seq.), in <br /> accordance with Section 13389 of the California Water Code. <br /> 23. The Board has notified the Discharger and interested agencies and persons of its intent to prescribe <br /> waste discharge requirements for this discharge and has provided them with an opportunity for a <br /> public hearing and an opportunity to submit their written views and recommendations. <br /> 24. The Board, in a public meeting, heard and considered all comments pertaining to this discharge. <br /> 25. This Order shall serve as an NPDES permit pursuant to Section 402 of the Clean Water Act <br /> (CWA), and amendments thereto, and shall take effect upon the date of hearing, provided EPA has <br /> no objections. <br /> IT IS HEREBY ORDERED that Order No. 87-026 is rescinded and the Department of Defense, <br /> Defense Logistics Agency, Defense Distribution Region West, Sharpe Location, its agents, successors <br /> and assigns, in order to meet the provisions contained in Division 7 of the California Water Code and <br /> regulations adopted thereunder, and the provisions of the Clean Water Act and regulations and <br /> guidelines adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. Discharge of treated wastewater at a location or in a manner different from that described in <br /> Finding No. 4 is prohibited. <br />
