The by-pass or overflow of wastes is prohibited, except as allowed by Standard Provision A.13. <br /> [See attached `Standard Provisions and Reporting Requirements for Waste Discharge <br /> Requirements (NPDES)']. <br /> 3. The discharge to surface waters of wastewater, other than those regulated under this or another <br /> NPDES permit is prohibited. Specifically, wastewater from dewatering construction activities <br /> are not regulated under this permit. <br /> B. Effluent Limitations: <br /> 1.
