STATE OF CALIFORNIA- Environmental Protectogency • PETE WILSON, Governor.
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD (P.,i- HEALTH
CENTRAL VALLEY REGION "VICE
3443 Routier Road, Suite A
Sacramento, CA 95827-3098 2
94 - PN ' O
PHONE:(916) 255-3000 L
DOD FAX: (916) 255-3052
22 July 1994
Mr. John J. Guzman
Defense Distribution Region West
P.O. Box 960001
Stockton, CA 95296-0250
FINAL CLOSURE REPORT FOR UNDERGROUND STORAGE TANK REA-fOY-9L, DDRW
SHARPE FACILITY, STOCKTON, SAN JOAQUIN COUNTY
We have reviewed the eight underground storage tank (UST) closure reports prepared by
Environmental Investigation & Action, Inc. (EIA) for DDRW Sharpe, received 21 April 1994. The
purpose for a closure report is to provide a document upon which the regulator may make an
objective decision regarding the requested closure. Based on this set of closure reports soil
contamination remains at two sites. At these sites an investigation must be conducted to define the
nature and extent of the soil problem. Petroleum hydrocarbons, as diesel must be defined to non-
detectable levels to determine whether a "soil only" or a soil and ground water remediation must be
considered.
Work plans for tanks sites 73K and 7B must be prepared to address concentrations of diesel fuel
reported in native soils underlying these UST systems. The remaining six sites (45K, 71E, 72J,
60L, 70G, and 79F) may be considered closed.
The Work Plans for further investigation of tanks 73K and 7B is to include a base map illustrating
the location of these tanks relative to the monitoring well network presently existing at the Sharpe
facility and one year's chemical analysis, prior to the tank removal, of the closest down gradient
wells for each of these tanks. The objective of these work plans should be to accurately delineate
the lateral and vertical extent of soil contamination associated with the two tanks. Therefore, the
Work Plan should also include a recommendation for boreholes, with locations, sampling depths,
and laboratory analysis proposed.
Please submit a Work Plan with a schedule for completion of individual tasks by
30 September 1994 . Upon approval of the work plan, to define soil contamination, work can
begin.
If you have any questions, please call me at (916) 255-3047.
CORI CONDON
Associate Engineering Geologist
cc: Ms. Margaret Lagorio, Public Health Services of San Joaquin County, Environmental
Health, Stockton
Ms. Tracie Billington, Department of Toxic Substances Control, Region 1, Sacramento
Mr. Marlon Mezquita, U. S. Environmental Protection Agency, Region IX, San Francisco
