Operable Unit 2 ARARs -3- 24 May 1993 <br /> DDRW, Sharpe <br /> THE APPLICATION OF CHAPTER 15 <br /> I. The following are the specific Articles or sections of Chapter 15 that must be <br /> satisfied by remedial actions at landfills or waste management units: <br /> a. Article 1 - General: <br /> Section 2510(g) - Applicability: This section requires landfills that have <br /> been; 'closed, abandoned, or inactive' , prior to November 1984, to develop <br /> and implement a monitoring program in accordance with Article 5. Because <br /> water quality has been impacted, section 2550. 10 requires that a corrective <br /> action program be implemented. This is an applicable requirement. <br /> Section 2511(d) - Exemptions: This section requires that cleanup and <br /> abatement actions intended to contain wastes at the place of release are to <br /> implement the applicable provisions of Chapter 15, to the extent feasible. <br /> This is an applicable requirement with respect to any source contaminant <br /> areas. <br /> b. Article 2 - Waste Classification and Management: <br /> Section 2524 - Inert Waste Classification: This section is only applicable <br /> if soils left in place at the landfill or at any other source area can meet <br /> this definition. This section delineates the minimum characteristics a <br /> waste must satisfy in order to be left in place and not be subject to <br /> regulation as a waste management unit under Chapter 15. <br /> c. Article 5 - Water Quality Monitoring and Response Programs for Waste <br /> Management Units: All sections of this article are applicable. <br /> d. Article 8 - Closure and Post-Closure Maintenance: The sections under this <br /> article are relevant and appropriate. <br /> Section 2580 - General Closure Requirements: This section outlines that <br /> waste management units are to be closed according to an approved closure <br /> and post-closure maintenance plan. <br /> Section 2581 - Landfill Closure Requirements: This section provides the <br /> construction and monitoring requirements for a landfill closure. <br /> e. Article 9 - Compliance Procedures: <br /> Section 2597 - Closure and Post-Closure Maintenance Plan: This section <br /> outlines the items that must be submitted to describe the land use and <br /> maintenance procedures to be followed after completion of the closure <br /> construction activities. This section is relevant and appropriate. <br />
