The following are the specific Articles or sections of Chapter 15 that must be <br /> satisfied by remedial actions at sites not involving landfills: <br /> a. Article 1 - General : <br /> Section 2511(d) - Exemptions: This section requires that cleanup and <br /> abatement actions intended to contain wastes at the place of release are to <br /> implement the applicable provisions of Chapter 15, to the extent feasible. <br /> This is an applicable requirement with respect to any source contaminant <br /> areas. <br /> b. Article 5 - Water Quality Monitoring and Response Program for Waste <br /> Management Units: <br /> Section 2550.12 - Corrective Action Where Hazardous Waste Has Been <br /> Discharged At Areas Other Than Waste Management Units: This section <br /> establishes that corrective action must be taken at all sites with a <br /> release of hazardous waste or hazardous constituents from any area at the <br /> facility other than a waste management unit. This section is applicable to <br /> any source contaminant areas. <br /> Section 2550. 10 - Corrective Action Program: This section requires <br /> corrective action be taken to remediate releases of hazardous waste or <br /> hazardous constituents. The cleanup will be based on water quality <br /> protection standards (Section 2550.2(a) ) . A monitoring program should be <br /> established to demonstrate the effectiveness of the corrective action. <br /> This section is applicable to any source contaminant areas. <br /> Section 2550.2(a) - Water Quality Protection Standard: This section <br /> requires the establishment of water quality protection standards. This <br /> section is applicable to any source contaminant areas. <br /> Section 2550.3 - Constituents of Cdncern: This section requires that the <br /> Regional Board specify the constituents of concern to which the water <br /> quality protection standards will apply. "Constituents of concern are the <br /> waste constituents, reaction products, constituents that are reasonably <br /> expected to be in or derived from" discharges that may impact ground water. <br /> This section is applicable to any source contaminant areas. <br /> Section 2550.4 - Concentration Limits: This section establishes the method <br /> to determine cleanup standards. Background concentrations are established <br /> as the starting point in determining cleanup levels. The levels may only <br /> be raised above background if cleanup to background is technologically and <br /> economically not feasible, and will not result in excessive exposure to <br /> sensitive biological receptor. This section is applicable to any source <br /> contaminant areas. <br />
