S. <br /> Army Toxic and Hazardous Materials Agency (USATHAMA) , is preparing to install the <br /> extraction system in the Central Area for the Operable Unit No. 1 (OU-1) Remedial <br /> Action (RA) at DDRW, Sharpe. We also understand that the Corps of Engineers (CoE) <br /> will design the treatment system for the OU-1 RA which is tentatively scheduled to <br /> be installed in early 1994. We are concerned that AEC is proceeding too swiftly <br /> with the installation of the Central Area extraction wells. <br /> By letter dated 14 December 1992, we reviewed the Remedial Well Field Design Using <br /> Three-Dimensional (3-D) Modeling Report submitted by AEC. On 19 February 1993, we <br /> reviewed the Pre-Design Technical Summary Report and Remedial Design Work Plan for <br /> OU-1 submitted by the CoE. The CoE plans to submit additional design reports at the <br /> 30, 60 and 95 percent design stages. No additional design reports or work plans <br /> have been submitted by AEC since the 3-D Modeling Report. <br /> The 3-D Modeling Report provided recommendations for the extraction and injection <br /> systems (Chapter 9) , including the installation of some of the extraction wells with <br /> multiple screen intervals. Although we concurred with that concept, we have not <br /> concurred on the specific design of the extraction or injection wells. <br /> In the past, AEC has submitted a work plan for the design of the extraction wells <br /> and well field. Specifically, on 17 October 1992, AEC submitted the Work Plan for <br /> the installation of additional extraction wells in the North Balloon Area. It is <br /> unclear why AEC did not submit a work plan for the Central Area extraction well <br /> system. <br /> The design of the extraction system, as well as the injection system, are of <br /> critical interest to the Board. We have previously written regarding our concerns <br /> on the extraction system in our letters dated 5 December 1990, 13 March 1991, <br /> 16 September 1991 and 17 December 1991 . We believe that the extraction and <br /> injection wells systems should be designed for maximum efficiency. <br /> Considering the past difficulties with the North and South Balloon extraction <br /> systems, considering that the treatment plant will not be installed until 1994 and <br /> considering that we have not received a work plan for the Central Area extraction <br /> system, we believe that AEC is proceeding prematurely with the installation of the <br /> Central Area extraction system.
