INFORMATION SHEET • • 5
WASTE DISCHARGE REQUIRMENTS ORDER NO.R5-2002-0213
U.S.DEPARTMENT OF DEFENSE
DEFENSE LOGISTICS AGENCY
DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN
SHARPE GROUNDWATER REMEDIATION SYSTEM
SAN JOAQUIN COUNTY
b. Agricultural Supply
Downstream from the point of effluent discharge from the DDJC-Sharpe outfall, the SSJID
Canal flows northward, adjacent to active farming and agricultural activities. While no
agricultural supply water intakes were noted along the length of the SSJID Canal, and
agricultural supply is not an existing beneficial use of the SSJID Canal, it may be a
potential use in the future. A review of currently available data associated with the effluent
discharge indicates the discharge does not exceed water quality criteria and objectives for
agricultural use. No effluent limitations in this Order are associated with protection of this
beneficial use. Future updates of this Order will continue to reconsider the existing or
potential use of the SSJID Cahal as a source of agricultural supply water.
c. Industrial Supply
No industrial supply water intakes were noted along the length of the SSJID Canal, and
while industrial supply is not an existing beneficial use of the SSJID Canal, it may be a
potential use in the future. A review of currently available data associated with the effluent
discharge indicates the discharge does not exceed water quality criteria and objectives for
industrial use. No effluent limitations in this Order are associated with protection of this
beneficial use. Future updates of this Order will continue to reconsider the existing or
potential use of the SSJID Canal as a source of industrial supply water.
d. Water Contact and Non-Contact Recreation and Esthetic Enjoyment
The SSJID Canal flows through residential areas, and there is ready public access to the
SSJID Canal. Exclusion of the public is unrealistic and contact and non-contact
recreational activities likely exist along the SSJID Canal. These uses are likely to increase
as the population in the area grows. Section 101(a)(2) of the federal Clean Water Act
(CWA)requires that water quality that for the protection and propagation of fish, shellfish,
and wildlife, and for recreation in and on the water be achieved, whenever attainable. The
interim national goal for all waters is to be `fishable/swimmable'. This Order considers
water contact and non-contact recreation as existing beneficial uses of the SSJID Canal,
however,no effluent limitations in this Order are associated with protection of this
beneficial use.
e. Preservation and Enhancement offish, Wildlife and Other Aquatic Resources.
SSJID Canal flows to French Camp Slough, which flows to the Delta. Fish species present
in French Camp Slough and the Delta are consistent with both cold and warm water
fisheries. The SSJID Canal is at times in continuity with French Camp Slough, which
flows to the Delta. Along the lower reaches of the SSJID Canal there are no barriers to
