Ripon Unified School District
Direction, Rate of Flow & Total Quantity of a Potential Discharge
40 CFR 112.7(b)
Ripon Unified School District is located on private property and the main fuel tank is
located south of the main building. The double wall concrete and steel fuel oil product tanks are
designed with a containment system engineered to contain oil product fluids if the primary wall is
compromised. No liquid discharge is expected to escape the containment's secondary wall. In the
event of the failure of oil product storage tank's wall all of the contents may discharge into the
concrete containment and appropriate mitigation measures would be employed. No liquid will
escape the boundaries of the secondary containment wall. No spill or release will reach navigable
water ways.
With the exception of a failure of the secondary containment wall, the wall will hold the
discharged volume of the #2 Diesel and Gasoline tanks within its boundaries and have the
freeboard for precipitation. Spill kits are located at the fueling area to address any spill or discharge
of oil products.
Any discharge would be contained, controlled and the waste would be properly disposed
of in a proper manner. All users of oil products are aware of the clean-up requirements and only
employees of Ripon Unified School District have access to the oil products on site.
Delivery drivers loading oil products into Ripon Unified School District's fuel tanks are
trained to haul oil products. In the event of a discharge or spill the driver is trained and capable of
controlling and mitigating the spill. Proper clean-up and disposal methods shall be employed and
all waste shall be contained, labeled and removed as required.
Although spills are not expected, Ripon Unified School District is committed to
minimizing any impact from an oil product discharge. All discharges will remain on site and if a
discharge occurs Ripon Unified School District will commit the resources, and if needed, contact
one, or more, of their clean-up contractors to assist. All containment, clean-up and disposal will
be managed by Ripon Unified School District's management to insure the proper handling of waste
products. No spill or release is capable of reaching navigable water ways under the current
operational systems used by Ripon Unified School District All potential discharges will remain
within a controlled setting and will not be released beyond the boundaries of Ripon Unified School
District's controls.
Rate of discharge will vary from size of the discharge. With a release from a tank discharge
rate 600 Gallons per minute. Discharge rate from the#2 Diesel and Gasoline delivery hose during
refueling will be at 300 Gallons per minute.
Fc
22
