SHARPE ARMY DEPOT <br /> • EVACUATION PLAN <br /> 1. Purpose: This plan covers policies and procedures for evacuation during <br /> an oi an or hazardous substance spill at Sharpe Army Depot (SHAD) , Lathrop, <br /> California. <br /> 2. Applicability: This plan applies to all employees, residents, <br /> contractors, and private citizens while on Sharpe Army Depot. <br /> 3. Ob'ective: The objective of this plan is to provide an organized <br /> proce ure or executing an evacuation. <br /> 4. Poll c : Normal peacetime organization policy and procedure will continue <br /> to be use in an emergency. <br /> a. The Installation On-Scene Commander (IOSC) is the lead agent for <br /> evacuations due to oil and/or hazardous substance spills. Coordination will <br /> be accomplished with Depot Staff, Depot Emergency Operations Center, and <br /> Installation Spill Response Team members by IOSC. <br /> b. Evacuation Plan is a framework for centralized evacuation management <br /> that provides disciplined procedures for the planning and execution of an <br /> evacuation. <br /> c. Periodic reviews will provide a comprehensive oversight, assessment, <br /> • and improvement of Spill Evacuation Contingency Planning. The reviews will <br /> guide the continued development and improvement of this plan. <br /> d. Directorate of Contracting (DOC) coordination is required on actions <br /> requiring the purchase of materials, parts, equipment, services, and <br /> construction of facilities. Only the DOC is authorized to purchase for the <br /> government (commitment of funds) . The DOC is a member of the Installation <br /> Spill Response Team. <br /> e. Spill exercises are conducted at least once per year to train <br /> personnel and assess plans. <br /> 5. Supporting_Plans: This plan supports and is part of the Sharpe Army <br /> Depot Insta ation Spill Contingency Plan. <br /> E-2 <br /> (10/30/89) <br /> • <br />
