• 6. Plan Distribution: Copies of the Evacuation Plan, plus changes to it, <br /> will be3istri ute to all addressees in the Installation Spill Contingency <br /> Plan (ISCP) distribution. Requests for additions, deletions, or changes to <br /> the Evacuation Plan and ISCP will be submitted to: <br /> Sharpe Army Depot <br /> Environmental Program Office <br /> Bldg. S-4 <br /> Lathrop, CA 95331-5000 <br /> 7. Responsibilities: <br /> a. The Installation On-Scene Commander (IOSC) will : <br /> (1) Determine whether the emergency requires evacuation plan to be <br /> activated. <br /> (2) If evacuation is required, the IOSC, in coordination with the <br /> Depot Commander, Depot Staff, Depot Emergency Operation Center, and <br /> Installation Spill Response Team, will determine the evacuation area based on <br /> danger. Evacuation can be anything from evacuation of one building to <br /> evacuation of the depot. The IOSC will coordinate only the personnel <br /> required for decision. Coordination with everybody is not required. <br /> • (3) If evacuation of an area outside the depot is required, the IOSC <br /> will coordinate this action with the State of California Office of Emergency <br /> Services and San Joaquin County Office of Emergency Services. Reference <br /> ISCP, Annex B, CONTACTS AND PHONE NUMBERS. <br /> (4) Ensures that evacuation is carried out per direction. <br /> (5) Determine when emergency is over. <br /> (6) Determine if facilities evacuated are inhabitable. <br /> (7) If facility/facilities are deemed habitable, then the IOSC can <br /> lift the access restriction to area. <br /> E-3 <br /> (10/30/89) <br /> • <br />
