Under the circumstances, it was comforting to receive your
practical suggestions and useful clarification of the State of
California's position on the Overhead/Lodi Door surface impoundment
project. Through the efforts of your departments and James Harvey over
the past several years, much progress has been made. Now because of these
efforts and in James' absence, I am hopeful the project can be carried to
completion without incident.
I agreed to provide you with the following schedule of upcoming
events. The items to be scheduled are the disposal of the 700 cubic yards
of staged waste, analysis of the extent of elevated nickel and zinc in
three side walls, submission of the winterizing plan and revision of the
closure plan. The schedule is as follows:
1. With the assistance of John Schweizer, P.E. and Brian Pletcher
of RS Remediation Services, Inc. , we believe we can complete the
removal of the 700 cubic yards of staged soil by November 24,
1989. To accomplish this we must locate and agree to terms with
a landfill within the next three weeks and the hauler must be
available to start on November 6. Any information you can
provide to John and Brian that will help them make contact with
qualified landfills during the next two weeks will be
appreciated.
2. Three side wall tests will be done on the North (Grid L) , West
(Grid K) and South (Grid J) walls of the surface impoundment.
Sampling will be taken from the walls in accordance with the
sampling plan as explained in Sampling Report prepared by Dallas
Corporation and BSK Remediation in December, 1988.
