2. Operational procedures for sampling and testing hazardous waste.
a. Generator' s operational procedure for accumulation
identification, sampling, testing, labeling, and turn in for storage in
permit facilities (Buildings 605 and 530) .
Generators at each accumulation area notify the Hazardous Waste
Facility (HWF) manager, who is a member of the Sharpe Environmental
Protection Office, when they are to begin to fill container(s) with hazardous
waste. The HWF manager inspects the container(s) for integrity, conformity,
and compatibility. A properly prepared U.S. EPA approved hazardous waste
label is then affixed to the container(s) . The accumulation date blocks are
not completed until the container is turned in for storage at Buildings 605
or 530. The Generator accumulation start and end dates are stenciled on by
same.
If waste has not been fully identified and classified by existing
documentation, a sample is collected utilizing proper personal protective
clothing and equipment. The sample is then analyzed for its constituents by
a California certified laboratory. When analysis results are received, the
identified constituents are annotated on the label and operating record.
When containers are full , the generator notifies the HWF manager of
same. The HWF manager now enters the start accumulation date on label ,
starting the 727hour rule.
• The container(s) are then moved to the HWF (Buildings 605 or 530) .
This fact is annotated on the label and in the operating record.
b. Reference Section V, Characteristics of Hazardous Waste Handled.
- Information for Each Hazardous Waste Handled
- Methods for Identification of Hazardous Wastes
- Waste Analysis Plan
- Land Disposal Restrictions
c. Sampling and testing procedures at Sharpe are designed to assure that
the waste delivered to buildings 530 and 605 can be properly stored.
Potential imcompatibles are identified and the proper location for the wastes
within each building is determined. Proper handling and storage of hazardous
waste is predicated on identification of the material .
d. Other disposal arrangements are made for wastes which are
incompatible within the confines of the permitted facilities (Bldgs. 530 and
605) .
e. Sampling and testing strategy is covered in Section V, Waste Analysis
Plan.
VIII-10
