• f. Material identification procedures are designed to meet the <br /> operational requirements of handling, storage, hauling, and treatment/ <br /> disposal at TSDF. Material not identifiable by product documentation will <br /> require sampling and testing. Waste from certain operations (e.g. , Sand <br /> Blasting Operation) are tested periodically to determine the characteristic <br /> profile of the waste. This topic is covered more in depth in Section V. <br /> 3. Supervision of Public Facility to Ensure the Presence of an Attendant <br /> During Operating Hours. <br /> - The operations at the Sharpe' s storage facility are not open to the <br /> public; therefore, this item is not applicable. <br /> B. Control of Hazardous Waste in General <br /> The discussion and control of hazardous wastes in general is divided into <br /> three topics. These topics focus on operational procedures, methods of <br /> collection and disposal of rinse waters from decontamination, and procedures <br /> to minimize fire and explosion potential . <br /> 1. Operational procedures for control of hazardous waste in general are <br /> described in the following six sections. <br /> a. Wastes are placed inside designated areas per the following <br /> operational procedure. <br /> • (1) Waste generated to the extent feasible will be identified and <br /> properly containerized prior to moving them to the HWF (Building 605 or 530) . <br /> Reference Section VIII .B.l .a and Section V. If not feasible, this will be <br /> accomplished in the staging area of building 605. <br /> (2) The HWF manager will coordinate all loading and unloading of <br /> hazardous waste to ensure it is properly placed. The HWF manager has been <br /> trained and has received a federal government license to operate material <br /> handling equipment (e.g. , forklift) of up to 15,000 lbs. in the event that an <br /> operator is unavailable when a load is delivered to the HWF (Building 605 or <br /> 530) . <br /> (3) The hazardous waste received is temporarily stored in the <br /> staging area while final documents are prepared. The HWF manager or person <br /> under his direct supervision moves waste inside the enclosed storage area and <br /> places it in its designated area (see Figure VII-4) . Placement of material <br /> is accomplished in accordance with procedures described in Section VIII .C.1.g <br /> and U.S. EPA Publication EPA-600/2-80-076, A Method for Determining the <br /> Compatibility of Hazardous Waste, Assuring Compatibility of Wastes in <br /> Storage. The sources of hazardous waste generated at Sharpe are discussed in <br /> Section V. <br /> (4) Hazardous waste documents are then processed by the HWF <br /> manager for transfer of the material from Sharpe' s HWF (Buildings 605 and <br /> 530) by Defense Reutilization Marketing Office (DRMO) contractor to approved <br /> • Treatment, Storage, and Disposal (TSD) facility. <br /> VIII-11 <br />
