• IX. PERSONNEL <br /> The personnel section is divided into two parts which include training <br /> programs and employees requirement descriptions. This section may be <br /> modified and updated upon receipt of new information from Sharpe. The <br /> following subsections are based on information in the Operations Plan dated <br /> July 1988. A copy of the Sharpe Hazardous Waste Personnel Training Plan may <br /> be found at Annex C. <br /> A. Training Programs <br /> 1. The training program at Sharpe is designed to train employees before <br /> they are allowed to engage in hazardous waste operations or emergency <br /> response that could expose them to safety and health hazards. The hazardous <br /> waste training and hazardous waste training courses have been available to <br /> Sharpe personnel who are responsible for the handling of hazardous wastes at <br /> the facility. Since the responsibility for handling hazardous wastes is with <br /> the assigned operator from the wastewater treatment plant (WWTP) , these <br /> operators have received the bulk of the training. Table 2 has been developed <br /> to identify the specific Sharpe personnel and their training experience and <br /> backgrounds. <br /> a. The introductory program consists of three types of training as <br /> follows: <br /> • (1) The Defense Hazardous Materials/Waste Handling Course (40 hours) <br /> will be given to all employees, either new or re-assigned to duties involving <br /> packaging, handling, storing, transporting, or otherwise managing hazardous <br /> materials or wastes. This course meets the requirements of 29 CFR <br /> 1910.120(P) (7) & (8) , 40 CFR 264.16 , and 40 CFR 265.16 for initial 24-hour <br /> training. <br /> The course includes identification and classification of hazardous <br /> materials and hazardous wastes; health effects and personal safety; <br /> packaging, labeling, handling storage, and transportation procedures; <br /> contingency planning and release response; and hazardous materials and <br /> hazardous waste laws, regulations, and policies. The instructor for this <br /> course is certified through the U .S. Army Logistics Management College <br /> (ALMC) . This course is scheduled on an annual basis through ALMC and will be <br /> scheduled on an as required basis through private contracts. <br /> (2) The Defense Hazardous Materials/Waste Handling Workshop (24 <br /> hours) will be given to all employees requiring 24 hours of health and safety <br /> training only. Subject matter is similar to the 40-hour course. This course <br /> is taylored to meet the employee' s need. <br /> Ix-1 <br /> • <br />
