• D. Procedures to ensure that, at closure all hazardous wastes are removed <br /> from the aci ities and all appurtenant structures and equipment are <br /> decontaminated or removed: <br /> 1 . Container storage areas <br /> The decontamination residues will be, placed in approved containers <br /> and hauled away by a qualified contractor for off-site disposal . The <br /> following sampling and testing procedures will be utilized to determine if <br /> the residues are hazardous: <br /> "Test Methods for the Evaluation of Solid Waste, Physical/ <br /> Chemical Methods," EPA SW-846, 2nd Edition, 1982. <br /> Samples and Sampling Procedures for Hazardous Waste Streams", <br /> EPA 600/2-80-018, January 1980. <br /> Toxicity Characteristic Leaching Procedure (TCLP) , <br /> EPA Method 1311 , 40 CFR 261 , Appendix I. <br /> Methods for Chemical Analysis of Water and Wastes, EPA, 1974. <br /> Hazardous Waste Minimization/Biennial Report (See Section XII) . <br /> The major item to be decontaminated during the closure process will <br /> • be the hazardous waste storage Buildings 530 and 605. Equipment used during <br /> closure decontamination are: steam cleaning and hydroblast units, forklifts, <br /> backhoes, and trucks. <br /> 2. Tanks <br /> Hazardous wastes are not stored in tanks at Buildings 530 and 605; <br /> therefore, this section is not relevant. <br /> E. Describe plans to ensure that at closure, all contaminated concrete and <br /> soils are sampled analyzed and removed. <br /> Upon closure of Building 530 and 605, a concrete wipe test will be <br /> performed to determine the extent of contamination, if any, of the buildings <br /> flooring. <br /> F. Describe plans to ensure that when closure is complete, the owner or <br /> operator submits a certification by e owner or o erator an an independent <br /> engineer, registered in Ca ifornia that the faci it has been closed in <br /> accordance with the specifications in the approved closure plan. <br /> As described in Step 3 of the final Closure Steps, an independent <br /> professional engineer registered in the State of California will certify that <br /> each hazardous waste area has been closed according to the approved closure <br /> plan. <br /> • XIII-5 <br /> (10/23/90) <br />
