' 1.0 INTRODUCTION <br /> PRC Environmental Management, Inc (PRC), received Contract Task Order (CTO) <br /> No 0162 from the Naval Facilities Engineering, Command Western Division (WESTDIV) under the <br /> ' Comprehensive Long-Term Environmental Action Navy (CLEAN) Contract No N62474-88-D-5086 <br /> This CTO directs PRC to perform an underground storage tank (UST) closure and to prepare a soil <br /> sampling and ground-water monitoring field work plan (FWP) to assess the extent of soil and ground- <br /> water contamination associated with UST 81713-2 at the U S Naval Car ununication Station <br /> (NAVCOMMSTA) in Stockton, California This FWP describes the procedures to be followed <br /> during the investigation of the degree and extent of soil and ground-water contamination at the site <br /> ' To date, UST 817 B-2 has been removed and contamination, possibly emanating from the tank, has <br /> been documented to soil surrounding the tank <br /> 1.1 PURPOSE <br /> The purpose of this project is to prepare the FWP to define the degree and extent of <br /> contamination possibly associated with the leakage of leaded fuel from UST 817B-2 Field screening <br /> will consist of Geoprobe soil gas and/or ground-water sampling in the vicinity of the tank excavation <br /> Soil gas data will be analyzed to evaluate the areal extent of contamination at the site and to locate <br /> ground-water monitoring wells Ground-water monitoring wells will be installed to measure the site- <br /> specific ground-water levels, evaluate the presence of light non-aqueous phase layers of contaminants <br /> ' on the water table, and to determine the amount and type of dissolved contaminants in the ground <br /> water <br /> 1.2 FIELD WORK PLAN ORGANIZATION <br /> 1 <br /> for conductor field screening, soil sampling, and ground-water <br /> The approach and methods g g� <br /> ' monitoring at NAVCOMMSTA Stockton are presented in this FWP The plan is divided into three <br /> sections Section 1 0 is the introduction Section 2 0 provides background information about the <br /> ' facility and its environmental setting Section 3 0 presents the sampling and analysis plan (SAP), <br /> which explains the objectives of the field sampling efforts, the sampling and analysis strategy and <br /> ' rationale, and the field sampling methods and procedures The health and safety plan (HSP), which <br /> 5AMPLAN 162 1 <br /> 0"162MATRI-05!06!92 <br />
