' will direct the field work associated with the investigation, is presented as Appendix A and identifies <br /> potential site-specific hazards for each site, personnel protective equipment requirements, and <br /> emergency response procedures Analytical results from the Tank Removal Summary Report (PRC, <br /> ' 1992b) are included in <br /> Appendix B <br /> ' 2.0 BACKGROUND AND PHYSICAL SETTING <br /> ' The information below is extracted from two reports (1) the Tank Closure Plan, <br /> NAVCOMMSTA Stockton (PRC, 1992x) and (2) the Draft Tank Removal Summary Report, <br /> ' NAVCOMMSTA Stockton (PRC 1992b) <br /> ' 2.1 LOCATION <br /> ' NAVCOMMSTA Stockton is located on Rough and Ready Island at the west edge of the city <br /> of Stockton in California (Figure 1) Stockton is located in the north central section of the state, <br /> approximately 350 miles northwest of Los Angeles, 75 miles east-northeast of San Francisco, and 40 <br /> miles southeast of Sacramento <br /> ' Rough and Ready Island occupies an area of approximately 1,460 acres The island, which <br /> ' lies at the eastern edge of the California Delta, was created at the turn of the century by the <br /> construction of levees and manmade channels Rough and Ready Island requires protection by levees <br /> ' because much of the land is below the level of the surrounding water <br /> The island is bordered by the Stockton Deep Water Channel (San Joaquin River) to the north <br /> and east, and to the south and west, by the Burns Cutoff The western and southern sectors of the <br /> island are below mean sea level (msl) The western portion of the island was once a tidal marsh, <br /> ' which has been extensively filled with waste materials, construction and grading fills, and dredging <br /> sediments from the Stockton Deep Water Channel and from Burns Cutoff <br /> UST 81713-2 was located on the west side of, and perpendicular to, Building 817-B (base <br /> ' fueling station), and south of Davis Avenue Building 917 is located immediately south <br /> SAMPLAN 162 <br /> 04"162UrATRI-05r9 M <br />
