4 SITE CHARACTERIZATION SCOPE OF WORK <br /> The primary purpose of the site characterization activities is to further delineate the extent <br /> of on-site petroleum hydrocarbon contamination in soil, and in intermediate to deep <br /> groundwater at the former Time Oil terminal. <br /> As previously discussed, only a limited amount of soil data, and intermediate to deep <br /> water-bearing zone groundwater data has been collected from the former Time Oil <br /> terminal. The following sections describe the activities associated with completing the <br /> site characterization assessment work. <br /> 4.1 Pre-Field Activities <br /> Prior to beginning field activities, the site-specific health and safety plan (HASP) <br /> prepared for the site in accordance with Occupational Safety & Health Administration <br /> (OSHA) Code of Federal Regulation (CFR) 1910.120 will be reviewed by field <br /> personnel. The 14ASP includes a facility description and background, a chemical and <br /> physical hazard evaluation, an operations plan, safety equipment and procedures, and <br /> emergency procedures. The HASP has been prepared to encompass the soil boring and <br /> well installation activities. A copy of the HASP is provided as Appendix A. All ETG <br /> and subcontractor personnel will comply with all procedures required by NuStar Energy <br /> for entering the site. In addition, ETG and subcontractor personnel on-site during <br /> intrusive site characterization activities will complete NuStar Energy's site-specific <br /> training course. <br /> Pre-field activities will also include the required notifications for the planned drilling <br /> activities, locating of underground utilities in the planned drilling areas using off-site <br /> locators, review of utility-supplied maps and/or locators, a private locate contractor for <br /> on-site utilities, and preparation and submittal of San Joaquin County Environmental <br /> Health Department soil boring and well installation permits. <br /> 4.2 Hand-Auger/Direct-Push Soil Borings <br /> In order to better delineate the magnitude and extent of shallow soil contamination, a <br /> California Professional Geologist (P.G.) or a geologist working under the direct <br /> supervision of a California P.G will direct a California licensed well installer to advance <br /> Site Characterization Work Plan,Final, May 18,2012 <br /> 1007-012.002 4-1 <br />
