1 INTRODUCTION <br /> Environmental Technologies Group, Inc. (ETG), on behalf of TOC Holdings Co., has <br /> prepared this Sampling and Analysis Plan for site characterization activities at the former <br /> Time Oil Co. (Time Oil) terminal (TOC Property No. 04-159) located at 3015 Navy <br /> Drive, Stockton, California. TOC Property No. 04-159 is located in the Port of Stockton <br /> area near the San Joaquin River in central California (Figure 1). Time Oil operated the <br /> facility as a petroleum hydrocarbon storage and distribution terminal from sometime prior <br /> to 1968 until 1996, when it ceased operations. The former Time Oil terminal facility is <br /> currently operated by Support Terminals Operating Partnership, L.P. (ST Services, d/b/a <br /> NuStar Energy,LP [NuStar Energy]) for the storage and distribution of ethanol fuel. <br /> The former Time Oil terminal is located within an industrial area that includes several <br /> current and former fuel distribution terminals and associated pipeline facilities located on <br /> leased property owned by the Port of Stockton (Figure 2). Active fuel distribution <br /> terminals are located to the east/northeast (Buckeye Terminals LLC [Buckeye], formerly <br /> ARCO/BP) and south/southeast (Tesoro Pipeline Terminals, Transportation, and Rail <br /> [Tesoro]) of the former Time Oil terminal. Kinder Morgan Energy Partners (KMEP) <br /> operates a terminal (former Southern Pacific Pipeline [SPPL] facility) south/southeast of <br /> the Tesoro terminal, including a pump station and associated subsurface pipelines which <br /> provide fuel to the adjacent terminals. ST Services (NuStar Energy) operates a terminal <br /> south/southeast of the KMEP terminal for the storage and distribution of ethanol fuel. <br /> At the request of TOC Holdings Co., ETG reviewed available Time Oil and STTC file <br /> documents for the period 1987 to 2012. The results of the review revealed limited <br /> shallow soil characterization data, as well as limited on-site groundwater quality data for <br /> the intermediate to deep water-bearing zones at the former Time Oil terminal site. TOC <br /> requested ETG prepare a work plan to further characterize the soil and groundwater at the <br /> former Time Oil terminal facility. <br /> This Sampling and Analysis Plan (SAP) has been developed in conjunction with the work <br /> plan to detail the procedures to be utilized for soil and groundwater sample collection, <br /> field screening, sample handling, monitoring well construction, sampling equipment <br /> decontamination, and data quality assurance/quality control(QA/QC)requirements. <br /> Sampling and Analysis Plan-Final 5/18/2012 <br /> 1-1 <br />
