1 INTRODUCTION <br /> Environmental Technologies Group, Inc. (ETG), on behalf of TOC Holdings Co. (TOC), <br /> has prepared this Site Characterization Work Plan for the former Time Oil Co. (Time Oil) <br /> terminal (TOC Property No. 04-159) located at 3015 Navy Drive, Stockton, California. <br /> TOC Property No. 04-159 is located in the Port of Stockton area near the San Joaquin <br /> River in central California (Figure 1). Time Oil operated the facility as a petroleum <br /> hydrocarbon storage and distribution terminal from sometime prior to 1968 until 1996, <br /> when it ceased operations. The former Time Oil terminal facility is currently operated by <br /> Support Terminals Operating Partnership, L.P. (ST Services, d/b/a NuStar Energy, LP <br /> [NuStar Energy]) for the storage and distribution of ethanol fuel. <br /> The former Time Oil terminal is located within an industrial area that includes several <br /> current and former fuel distribution terminals and associated pipeline facilities located on <br /> leased property owned by the Port of Stockton (Figure 2). Active fuel distribution <br /> terminals are located to the east/northeast (Buckeye Terminals LLC [Buckeye], formerly <br /> ARCO/BP) and south/southeast (Tesoro Pipeline Terminals, Transportation, and Rail <br /> [Tesoro]) of the former Time Oil terminal. Kinder Morgan Energy Partners (KMEP) <br /> operates a terminal (former Southern Pacific Pipeline [SPPL] facility) south/southeast of <br /> the Tesoro terminal, including a pump station and associated subsurface pipelines which <br /> provide fuel to the adjacent terminals. ST Services (NuStar Energy) operates a terminal <br /> south/southeast of the KMEP terminal for the storage and distribution of ethanol fuel. <br /> The Stockton Terminals Technical Committee (STTC)was formed about 1992 to respond <br /> to Regional Water Quality Control Board — Central Valley (RWQCB-CV) concerns <br /> regarding groundwater quality in the Port of Stockton petroleum terminals area. The <br /> STTC originally consisted of BP, Tesoro, Time Oil, and ST Services. The STTC <br /> monitored groundwater at the Port of Stockton petroleum terminals area under <br /> RWQCB-CV monitoring and reporting program (MRP) No. 5-01-819. ST Services <br /> withdrew from the STTC in 2004. The remaining STTC members (BP, Tesoro,and Time <br /> Oil) retained the responsibility for addressing the dissolved plume beneath the northern <br /> terminal lease area under new RWQCB-CV MRP No. R5-2004-0823, while ST Services <br /> was responsible for addressing the dissolved plume beneath the southern terminal lease <br /> area (Figure 2). The KMEP terminal is not part of the STTC or ST Services areas of <br /> responsibility. MRP R5-2011-0813 was issued to the current STTC members (Buckeye, <br /> Tesoro, and TOC) in August 2011 by the RWQCB-CV. Ozone injection systems were <br /> installed east (East System) and southeast (West System) of the STTC area in 2004. <br /> Stantec Consulting Services Inc.
