2 BACKGROUND <br /> This section describes background information regarding the former Time Oil terminal <br /> facility. Descriptions of the site setting and features, geology and hydrogeology of the <br /> area, site background, and summary of site soil and groundwater data are presented. <br /> 2.1 Site Description <br /> The former Time Oil terminal is located at 3015 Navy Drive in the Port of Stockton fuel <br /> terminals area of Stockton, California. The facility is bounded by Navy Drive and active <br /> KMEP fuel supply pipelines to the west/southwest, YARA North America agricultural <br /> products (YARA) bulk storage facility to the north/northwest, Buckeye Terminals to the <br /> east/northeast, and Tesoro to the south/southeast. The KMEP, southern NuStar Energy, <br /> and a former Union Oil Company of California (Unocal) terminal are located <br /> south/southeast of the Tesoro terminal. The YARA site was formerly occupied by the <br /> Stockton Petroleum fuel distribution facility. The Unocal and Stockton Petroleum <br /> terminals ceased operations about 1992. The former ARCO/BP terminal was purchased <br /> by Buckeye in June 2011. <br /> The former Time Oil terminal is currently operated as an ethanol fuel storage terminal by <br /> NuStar Energy. There are two large-diameter aboveground storage tanks (ASTs) inside a <br /> concrete bermed, unpaved tank farm on the southern portion of the site (tanks 33006 and <br /> 33007, Figure 3). Tanks 33006 and 33007 are currently used by NuStar Energy to store <br /> ethanol. Five additional large-diameter ASTs (tanks 7701, 10002, 10003, 10004, and <br /> 83009) were decommissioned by removal in 2010. Tank 7701 was historically used to <br /> store unleaded regular gasoline and alcohol. Tank 10002 was historically used to store <br /> regular leaded gasoline. Tanks 10003 and 10004 were historically used to store unleaded <br /> premium gasoline. Tank 33006 was historically used to store regular leaded gasoline and <br /> aviation fuel. Tank 33007 was historically used to store unleaded regular gasoline. Tank <br /> 83009 was historically used to store diesel fuel. According to Time Oil (Time Oil, 1988), <br /> the large-diameter fuel ASTs typically utilized water bottoms for fuel level gauging and <br /> leak detection. <br /> Two unused, small-diameter, vertical ASTs are located on a concrete pad inside the tank <br /> farm along the western tank farm concrete wall. Two additional small-diameter vertical <br /> ASTs were also previously located on the concrete pad. A small-diameter horizontal <br /> AST is located outside of the tank farm at the northwest corner of the concrete berm.
