San Joaquin Street a P.O. Box 388 •Stockton,CA 95201.0388
(209) 468-3420
MAR U Y '199'
WESTERN ASPHALT SERVICES, INC
3003 FAIRRRVZN
BARBASPIBLD CA 93308
L
RE: WESTERN OIL A SPREADING, INC _; SITS CODSs 1927 19256 N EM 99
LODI
San Joaquin County Public.Health Services, Environmental Health Division
(PHS/EHD) has recently reviewed the analytical results of the soil and/or
water samples taken from beneath the underground storage tank(s) that were/was
removed from this site on 10/22/87.
L The presence of contaminants at your facility exceed he allowable limits of
leaching potential as recommended by the LUFT Manual The former
underground storage tank(s) (UST) cannot be recommended for final closure
without further investigation to determine the full extent of the soil and/or
groundwater problem.
PHS/SHD is providing you notification that an "Underground Storage Tank
Unauthorized Release (Leak)/Contaminated site Report" has been filed pursuant
to Section 25295 of the Health and Safety Code (HSC). The appropriate
disclosure of a hazardous waste discharge pursuant to Section 25180.7 of the
Health and Safety Code has been made, and the site has been placed on the list
of contaminated sites in San Joaquin County which is maintained by PHS/EHD.
L PHS/SHD has been designated by the State of California Water Resources Control
Board (SWRCB) as the local agency overseeing the investigation of leaking
USTs. Pursuant to Section 25299.37 (HSC), "dischargers" must take corrective
` action in response to the unauthorized release.
L Please be advised that PHS/FSHD will be utilizing the SWRCB "Prioritization
system for Leaking underground Storage Tank Sites" ranking list in order to
prioritise all the contaminated sites. The "Prioritization System" has
established criteria to distinguish between High priority Sites, Moderate ,
Priority sites, and Low Priority sites. Site specific conditions which
Influence the placement within the ranking system are, for example, depth to
groundwater, proximity to a drinking water source (municipal or domestic
well), the extent of soil contamination, and the site's clean up funding
availability.
Based upon the priority ranking, you will be directed to begin the required
Investigation. However, given the conditions for the prioritization, wherever
possible PHS/8HD will work with you to coincide enforcement directives in
conjunction with secured clean up funding. If you= have any questions, contact
the PHS/EMD Site Mitigation Unit for further information at (209) 468-3450.
If your tank removal was recent and you are not planning any remedial
activities within 90 days, the tank excavation should be closed. It has been
our experience that open tank excavations allow for rapid downward migration
of contaminants. Contact the appropriate building department for specific
L requirements that may be necessary prior to filling with pea gravel and/or
compacting the tank excavation with clean fill soil.
Before receiving a PIIS/8HD corrective action directive and in order to receive
A DiAsion tot San Joaquin County Health Care ServKta
