3 PHASE 11 PLAN DEVELOPMENT AND IMPLEMENTATION <br /> The Phase II definition stage has several objectives <br /> 9 J <br /> ■The objectives of Barber's October 17, 2000 plan included <br /> i (1) carryout onsite activities in a safe and agreed logical order <br /> (2) complete soil characterization at the site to support further remediation or risk <br /> based decisions <br /> (3) characterize shallow groundwater at the site to support further remediation or <br /> risk based decisions <br /> (4) achieve closure of the site in a timely, economically defendable method <br /> (5) substantiate reasonable financial expenditures in the event reimbursement is <br /> sought from the California State UST Cleanup Fund <br /> 3.1 General Findings through April 2001 <br /> Sample collection and review through April 30, 2001 has revealed that contamination <br /> very likely extends outside the assumed perimeter of the contamination zone (to the North <br /> and East) of the C2, C-3 and C416 or NE corner of the site <br /> Borings were placed at the extreme edge of the site's property boundary, the borings <br /> indicated petroleum hydrocarbons similar to diesel in the soil between 20 and 40 FT bgs <br /> near the property's edge as well as low levels of extractable petroleum hydrocarbons in <br /> the underlying groundwater at about 50 FT bgs. <br /> Findings support the presence of a product plume in a north—north easterly direction in <br /> the soil as well as a broader low level contaminated area of groundwater Similarly the <br /> petroleum hydrocarbon plume in the groundwater extends in the same direction beyond <br /> ' the property line <br /> ' 3-1 <br />
