This workplan is forwarded to the San Joaquin County PHSIEMD and Central Valley <br /> ' Regional Water Quality Control Board, in July 2004 and has been the subject of an onsite <br /> preliminary discussions between PHSIEMD and WO&S staff and Dan Barber <br /> 1 <br /> Overhead electrical utilities, and underground public utility piping do not appear in the <br /> ' excavation area (to be confirmed by USA, a utilities locator service) However WO&S <br /> installed and operating utility distribution should be located by WO&S staff All buried <br /> power distribution will be de-energized prior to and during excavation activity <br /> This workplan is forwarded to the San Joaquin County PHSIEMD and Central Valley <br /> ' Regional Water Quality Control Board, in August 2004 and has been the subject of past <br /> onsite preliminary discussions between PHSIEMD, WO&S staff and Dan Barber <br /> Following review, comments, and approval of the work plan, excavation and stockpiling of <br /> contaminated materials may immediately commence <br /> MStart of excavation scheduled for the end of August 2004 is desirable Once <br /> ' opened, backfilling of the excavation is dependent upon acceptance of remediated soil <br /> Duration of sod contamination reduction is expected to take three to twelve weeks <br /> ' depending upon excavation rates, laboratory findings, and weather The speed of bio- <br /> remediation of the excavated contaminated soil is highly dependent upon several factors, <br /> ' diesel concentration, soil matrix, ambient temperature, depth of spread material, moisture <br /> maintenance, oxygen replenishment and nutrients Two weeks turnaround time for all <br /> ' state certified laboratory testing is anticipated unless quicker turnaround time would <br /> benefit the project, in which case turnaround time may be shortened at greater cost <br /> ' Non-certified field methods may be used to estimate soil contamination prior to the use of <br /> certified laboratory findings for expediency <br /> ' 4-2 <br /> 1 <br />
