Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 CUF Claim No. 1129 <br /> Subject: 3931 Newton Road, Stockton, CA <br /> Annual Five-Year Review Update Recommendations May 2011 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> annual five-year review update letter dated 05 May 2011 from Kirk Larson of the State Water <br /> Quality Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced site. The CUF <br /> noted that the EHD had approved an extended soil vapor extraction (SVE) test and the CUF <br /> recommended that the EHD direct and require the responsible party (RP) to conduct regular <br /> groundwater monitoring. <br /> Since the December 2008 monitoring event, noted by the CUF as the last available data, three <br /> monitoring and sampling event reports have been uploaded to GeoTracker; the reported events <br /> took place in December 2009, July 2010 and January 2011. A depth-to water measuring event <br /> apparently took place in May 2009. While the monitoring has been spotty since December 2008 <br /> and reporting to GeoTracker has certainly lagged, in view of currently being up-to-date for the <br /> last year, the EHD does not consider issuing the CUF-recommended directives as appropriate <br /> an action to take now as it would have been when the CUF prepared the draft letter.
