BOX 8303
Stockton, CA 95208
Subject: Gillies Trucking
3931 Newton Road
Stockton, CA 95205
By letter dated 23 January 2009, the San Joaquin County Environmental Health
Department (EHD) modified the sampling frequency for the wells on your site variously
to quarterly, semi-annually or annually. To comply with Resolution 2009-0042, recently
adopted by the State Water Resources Control Board, your sampling requirements have
been reduced further and now consist of the following:
• Semi-annual sampling — GT-6, GT-9, GT-10, GT-12B, GT-16A, GT-19, GT-20,
GT-21, GT-30, GT-31, GT-32; GT-33, and GT-WSW1; and
• Annual sampling — GT-1, GT-3, GT-12A, GT-13A, GT-13B, GT-14A, GT-15A,
GT-1513, GT-17A, GT-17B, GT-18A, and GT-18B.
At the meeting between you, your consultant and EHD personnel on 16 January 2009, it
was agreed that you would:
• Prepare and submit a work plan for a soil vapor extraction (SVE) test on existing
well GT-10 to determine if hydrocarbon vapor can be extracted from the
impacted soil in the GT-10 area at a sustainable and sufficient rate to warrant
installation of additional wells for further testing SVE to remediate the deep
impacted soil; and
• Prepare and submit a work plan to complete the lateral assessment of impacted
groundwater.
To date, neither of these documents has been received by the EHD or on GeoTracker.
In Quarterly Monitoring Report Fourth Quarter 2008 (QMR), your consultant, Stephen G.
Muir recommended redeveloping wells containing significant silt, characterizing each
well with natural gamma-ray and induction logs, preparing an updated sensitive receptor
survey (SRS) and updating the problem assessment report (PAR).
The EHD approves redeveloping wells containing significant silt. As new water supply
wells were reported to have been installed in recent years in the immediate vicinity, the
EHD also approves updating the SRS.
Monitoring Reduction and Comment Letter 0709
