GP-89-6 <br /> AND ZONE RECLASSIFICATION APPLICATION NO. ZR-89-9 <br /> OF TOM SUMMERS (C/O DILLON ENGINEERING) <br /> ------------------------------------------------------------------------------ -- <br /> The applicant is proposing a General Plan Map Amendment to change 17 acres from <br /> Agriculture to Rural Residential and a Zone Reclassification to change 17 acres <br /> from AG-40 (General Agriculture, 40-acre lot minimum) to RR-65 (Rural Residential <br /> 65,000 square feet lot minimum). The Planning staff has expanded the study area <br /> to include 55.62 acres on the west side of Alpine Road and the 3.00-acre home- <br /> site parcel owned by Vern Hansen. The reason for the expansion is that this <br /> area has already developed in a rural residential pattern and it creates a <br /> reasonably sized Rural Residential area should the Planning Commission determine <br /> that an RR designation is appropriate for the area. GP-89-6 and ZR-89-9 are ten- <br /> tatively scheduled to be heard by the Planning Commission on June 1 , 1989. <br /> The Planning Division will recommend that the Planning Commission recommend <br /> denial of GP-89-6 and ZR-89-9 based on the following: <br /> Prior to approving an application for a General Plan Amendment, the Planning <br /> Commission must determine that the internal consistency of the General Plan is <br /> maintained in the adoption of the amendment. The proposal is inconsistent with <br /> Rural Residential Principles within the Land Use/Circulation Element of the <br /> General Plan. In particular, Rural Resideritial Principle No. 3 states that, <br /> "Future rural residential development will take place only within the designated <br /> areas . . . " Rural Residential Principle No. 1 further restricts rural residen- <br /> tial development by stating that, "Rural residential areas should be kept to a <br /> minimum in number and extent." <br /> In the event that the Planning Commission does not recommend approval for the <br /> General Plan, it follows that the bases for approval of the Zone Reclassifica- <br /> tion could also not be made. <br />
