It was deter- <br /> mined that the project may be growth inducing in that it may encourage other <br /> property owners in the area to submit similar applications. In addition, the <br /> land use conflicts that may ensue could increase the pressures for development. <br /> However, the issues of growth inducement are tied to the land use conflicts dis- <br /> cussed above and are not considered to be a significant environmental issue. <br /> I <br /> If the project is denied, no environmental determination is necessary. If, <br /> however, the Planning Commission finds that the proposed amendment is consistent ' <br /> with the General Plan, the Planning Division will recommend thet a Negative <br /> Declaration be prepared. <br /> WS:vj <br />
