Staff has expanded the study <br /> area to include a 3-acre homesite parcel on the east side of <br /> Alpine Road, as it is surrounded by the project area with the <br /> exception of its frontage on Alpine Road. Staff examined the <br /> adjacent area on the west side of Alpine Road, as it has already <br /> developed in a rural residential pattern. It was determined that <br /> It would not be appropriate to include this area in the study <br /> boundaries, since the proposal is inconsistent with the General <br /> Plan. <br />
