The majority of the project area is a Class II prime <br /> soil. The remaining portion of the area is composed of Galt <br /> clay, which is a Class III nonprime soil . The land around the <br /> project area is primarily maintained in row and field crops. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use Compatibility: <br /> The project area is located immediately south of the Southern <br /> Pacific Railroad right-of-way on the east side of Alpine Road. <br /> The applicant ' s proposal consisted of a 17-acre parcel to the <br /> east of Alpine Road. Staff expanded the study area to include <br /> the three-acre homesite parcel on the east side of Alpine Road. <br /> The surrounding land uses are predominantly agricultural in <br /> nature. Most of the land is maintained in row and field crops. <br /> Points of conflict that could occur between residential and <br /> agricultural uses are spraying of herbicides/pesticides, dust , <br /> noise, and trespass. The Air Pollution Control District has <br /> indicated a concern over the health effects of herbicides/ <br /> pesticides spraying. They feel a study of the amounts and <br /> types of herbicides/pesticides used and their health risk may <br /> be warranted. The potential for conflicts is already present , <br /> as parcels to the west of Alpine Road have already been developed <br /> in a rural residential manner . The parcels vary from one-third <br /> acre to 7 . 32 acres in size. <br /> The project may have the potential to be growth inducing <br /> because it may encourage other property owners in the area to <br /> submit similar applications. The Planning Division has already <br /> received a request from an area resident to reclassify 145 <br /> acres east of the project site to RR-65 along with the proposed <br /> project if this area is found suitable for Rural Residential. <br /> Traffic : <br /> The applicant ' s proposal would increase the volume of traffic <br /> on Alpine Road. This increase in traffic is not expected to <br /> have a significant impact on the area. Several area residents <br /> have indicated that there are blind curves at the railroad <br /> crossing and at the southern boundary of the applicant 's pro- <br /> ject area. If this area is deemed appropriate for Rural <br /> Residential development , future access alignments with Alpine <br />
