The applicant is proposing an on-site <br /> retention pond for his 17-acre parcel . <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> The Initial Study prepared for GP-89-6 and ZR-89-9 identified <br /> General Plan inconsistencies, land use conflicts, and growth <br /> inducement . These issues have been handled as part of the land <br /> use analysis. Therefore, if the Planning Commission determines <br /> that granting the Rural Residential designation is not incon- <br /> sistent with the General Plan, it is recommended that a Negative <br /> Declaration be prepared. <br />
