Department of Public Works (response, 5-3-89) : This response indicated that for future development , services shall be provided in accordance with the County Development Policies for Rural Residential Areas with parcels two acres or more in size. Local Health District (response, 4-25-89) : This response indicated that future development will have Health District conditions or requirements pertaining to the provision of water and sewage. Air Pollution Control District (response , 5-3-89) : This response indicated that dust control practices during the construction process should be implemented and that EPA-certified fireplace inserts and stoves should be required. Also, refer to the discussion under "Land Use Compatibility. " Soil Conservation Service ( response, 4-27-89) : This response indicated that the majority of the property is Capay Silty Clay, which is considered Prime Farmland. The remainder is Galt Clay. Both soils have severe hazards for sep- tic tank absorption fields, as they perc slowly. They have severe hazards for building site development because of high shrink-swell potential . Stockton East Water District (response, 5-1-89) : This response indicated that the City of Stockton and the surrounding agricultural groundwater basin is critically overdrafted. Continued growth in the area will increase the overdraft by an unknown amount . Construction of a conveyance system to bring in supplemental surface water is needed. Stockton Fire Department (response , 5-3-89) : This response indicated that there is a lengthy response time to this area for fire equipment . The Fire Department will have recommendations when a subdivision map is submitted.
