Item No. 5 <br /> PC : 6-1-89 <br /> GP-89-6/ZR-89-9 <br /> Page 6 <br /> REFERRALS AND REPLIES <br /> Application referrals were sent on April 13 , 1989, with responses <br /> requested by May 3 , 1989 . <br /> Department of Public Works (response, 5-3-89) : <br /> This response indicated that for future development , services <br /> shall be provided in accordance with the County Development <br /> Policies for Rural Residential Areas with parcels two acres or <br /> more in size. <br /> Local Health District (response, 4-25-89) : <br /> This response indicated that future development will have Health <br /> District conditions or requirements pertaining to the provision <br /> of water and sewage. <br /> Air Pollution Control District (response , 5-3-89) : <br /> This response indicated that dust control practices during the <br /> construction process should be implemented and that EPA-certified <br /> fireplace inserts and stoves should be required. Also, refer to <br /> the discussion under "Land Use Compatibility. " <br /> Soil Conservation Service ( response, 4-27-89) : <br /> This response indicated that the majority of the property is <br /> Capay Silty Clay, which is considered Prime Farmland. The <br /> remainder is Galt Clay. Both soils have severe hazards for sep- <br /> tic tank absorption fields, as they perc slowly. They have <br /> severe hazards for building site development because of high <br /> shrink-swell potential . <br /> Stockton East Water District (response, 5-1-89) : <br /> This response indicated that the City of Stockton and the <br /> surrounding agricultural groundwater basin is critically <br /> overdrafted. Continued growth in the area will increase the <br /> overdraft by an unknown amount . Construction of a conveyance <br /> system to bring in supplemental surface water is needed. <br /> Stockton Fire Department (response , 5-3-89) : <br /> This response indicated that there is a lengthy response time to <br /> this area for fire equipment . The Fire Department will have <br /> recommendations when a subdivision map is submitted. <br />
