California Regional Water Quality control Board -
Central Valley Region -
Robert Schneider,Chair
Winston H.Hickox Gray Davis
Secretaryfor Sacramento Main Office Governor
Environmental Internet Address: bup://www. swrcb. ca. gov/rwgcb5
Protection 3443 Routier Road,Suite A,Sacramento,California 95827-3003
Phone(916)255-3000•FAX(916)255-3015 N
19 June 2002 c
N
O
Mr. Brian Healy =
Paradise Point Marina
8095 Rio Blanco Road (-^
Stockton, CA 95219-8760
INCOMPLETE REPORT OF WASTE DISCHARGE, PARADISE POINT MARINA, SAN
JOA QUIN COUNTY
Staff has reviewed your Report of Waste Discharge(RWD), dated 16 May 2002, which describes the
proposed treatment and disposal methods for domestic wastewater generated at Paradise Point Marina.
The RWD was submitted to change the wastewater discharge from surface water to land.
Paradise Point Marina proposes to dispose of treated and disinfected effluent by evaporation from a lined
storage pond. Staff is concerned that evaporation of domestic wastewater from the pond might result in
a high strength wastewater that would be classified as "designated waste." California Water Code
Section 13173(b) defines designated waste as "Nonhazardous waste that consists of, or contains,
pollutants that, under ambient environmental conditions at a waste management unit, could be released
in concentrations exceeding applicable water quality objectives or that could reasonably be expected to
affect the beneficial uses of the waters of the state as contained in the appropriate state water quality
control plan." If the wastewater is classified as designated waste, the pond and liner system must be
designed and constructed to meet the requirements prescribed in Title 27 of the California Code of
Regulations.
After a review of the RWD, I have determined it to be incomplete, as specified below:
1) Form 200 is signed by Mr. Brian Healy, General Manager. Please review the Form 200
completion instructions and either correct Mr. Healy's title(if appropriate), or resubmit the form
with the signature of persons with the correct positions within Seven Resorts,Inc.
2) The RWD does not adequately address some of the Additional Information Requirements in the
14 February 2002 Request for RWD. Please address the following items:
a) The RWD does not include a chemical characterization of the potable water supply for
the facility. Please provide water quality data for the existing potable water supply well
at the site, including at a minimum pH and total dissolved solids. If the new potable
water supply well described in the RWD has been installed, please provide water quality
data for the new well.
California Environmental Protection Agency
01 Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at http://www. swrcb. ca. gov/rwgcb5
