r • <br /> Mr. Brian Healy - 2 - 19 June 2002 <br /> b) The RWD does not provide any groundwater quality data for the first encountered <br /> groundwater, or information on the depth of groundwater and groundwater gradient at the <br /> site. Please provide a chemical characterization of the shallow groundwater at the site. <br /> Please provide information on the depth to groundwater and groundwater gradient. <br /> c) The proposed wastewater system flow diagram presented in Attachment A shows a lift <br /> station located within the wastewater collection system. The RWD does not provide any <br /> detailed information about the lift station, including types of equipment, and safeguards <br /> to prevent potential spills and overflows from occurring. Please provide the following <br /> information: <br /> • Whether the lift station is equipped with an alarm/notification system to alert facility <br /> personnel of failures. If equipped with an alarm/notification system,provide the <br /> details of the system; <br /> • Describe the number and type of pumps) in the lift station, and what the maximum <br /> pump rates are for the lift station; and <br /> • Whether the lift station has a backup power supply in case of power outages. <br /> 3) Provide a project schedule that describes design, permitting, construction, and completion of the <br /> proposed pond and liner system. <br /> 4) Provide additional information on the type of synthetic liner system proposed for the disposal <br /> pond, including: thickness of the liner membrane;permeability rates of the synthetic membrane; <br /> liner installation procedures; quality assurance/control procedures performed during installation <br /> of the liner system; and whether the disposal pond will be double lined. Enough information <br /> must be provided to show that the proposed liner system will prevent the underlying groundwater <br /> from being degraded by the wastewater. <br /> In addition,high groundwater conditions at the site have the possibility to float the liner when <br /> wastewater levels in the pond are low and groundwater elevations are high. Please describe how <br /> the wastewater pond and liner system will be designed and constructed to protect the integrity of <br /> the liner when high groundwater conditions occur. <br /> 5) Attachment D in the RWD presents monitoring data for influent, effluent, and receiving waters. <br /> Effluent monitoring data for total dissolved solids (TDS),nitrogenous compounds, and total <br /> coliform organisms are not presented. Please provide effluent quality data for TDS, nitrogenous <br /> compounds, and total coliform organisms. <br /> 6) What is the expected quality of the wastewater contained in the evaporation pond? Specify the <br /> maximum expected concentration of TDS, nitrogen concentrations, and total coliform organisms, <br /> and explain how this data was derived. <br /> Waste Discharge Requirements (WDRs)must be adopted by the Regional Board before the wastewater <br /> operation can be changed from surface water discharge to land discharge. Please keep in mind that it <br /> takes at least 120 days from when a RWD is deemed complete to have tentative WDRs placed on the <br /> Board's agenda. Please submit a Revised RWD that addresses the above items at least 120 days prior <br /> to your desire to change wastewater operation to land discharge. The technical report portion of the <br />
