Mr. Brian Healy • -2- 27 April 2000 <br /> The facility appeared to be adequately operated and maintained at the time of the inspection. No <br /> obvious mechanical or operator violations were noted during the inspection of the facility. Independent <br /> sampling and analysis by the Regional Board verified compliance of the effluent with the limits of the <br /> Order. However, review of the-self-monitoring reports (SMRs) from July 1999 through February 2000 <br /> identified multiple deficiencies and typographical errors. Specific attention to the details of the <br /> requirements of the MRP is needed to prevent SMR deficiencies. Data in the SMRs must be carefully <br /> entered and double checked prior to submittal the report to the Regional Board. <br /> Effective immediately, effluent and receiving water samples shall be analyzed for all of the constituents <br /> identified within the MRP. Also, all future SMRs shall include copies of the analytical laboratory <br /> reports. The Annual Report and Sludge Management Plan shall be submitted to the Executive Officer's <br /> attention by 31 May 2000. The report and plan shall be prepared as required in the Waste Discharge <br /> Requirements and MRP Order No. 99-061. A workplan and time schedule to deal with the secondary <br /> containment of the liquid chlorine shall be submitted to my attention no later than 31 May 2000. While <br /> the Regional Board cannot require PPM to upgrade the safety features associated with the influent <br /> sample collection, it has been brought to your attention for consideration. <br /> If you have any questions regarding this request or the attached inspection report, or require additional <br /> information, please contact me at (916) 255-3022. <br /> ROBERTS.
