CENTRAL VALLEOEGIONAL WATER QUALITY *NTROL BOARD <br /> INSPECTION REPORT <br /> 27 April 2000 <br /> DISCHARGER: Paradise Point Marina <br /> LOCATION & COUNTY: 5095 Rio Blanco Road, Stockton, San Joaquin County <br /> CONTACT(S): Mr. Brian Healy, General Manager <br /> Mr. Laurey Lorimer, Plant Wastewater Operator <br /> INSPECTION DATE: 03 April 2000 0900— 13:0 hrs <br /> INSPECTED BY: Mr. Robert Fagerness <br /> ACCOMPANIED BY: Mr. Brian Healy and Mr. Laurey Lorimer <br /> OBSERVATIONS AND COMMENTS: <br /> On 3 April 2000, I met with Mr. Brian Healy and Mr. Laurey Lorimer who accompanied me during a <br /> lA compliance inspection of the Paradise Point Marina(PPM)Wastewater Treatment Plant, located in <br /> San Joaquin County. Mr. Healy is the general manager of the PPM. Mr. Lorimer is a Grade IV <br /> wastewater operator who also works as an operator at the City of Galt Wastewater Treatment Plant. <br /> The inspection involved: reviewing the existing NPDES and Waste Discharge Requirements (WDR); <br /> review of the Discharger's self-monitoring reports (SMR) for the months of July 1999 through <br /> February 2000; conducting a meeting with Mr. Healy and Mr. Lorimer, inspecting the mechanical <br /> operations; and inspecting the receiving,water. Samples of the influent, effluent, and receiving water <br /> were collected and analyzed to supplement my evaluation of permit compliance. <br /> GENERAL BACKGROUND: <br /> The PPM is owned and operated by Seven Crown Resorts and is located northwest of the City of <br /> Stockton. The Discharger owns and operates a wastewater collection,treatment, and disposal system. <br /> The collection system provides sewerage for a store,restaurant, boat repair shop, four mobile homes, <br /> laundry, showers and sewage pump-out facility for harboring boats and houseboats. The NPDES Order <br /> No. 99-061 was adopted 11 June 1999 and does not expire until 11 June 2004. <br /> The wastewater treatment train consists of a collection septic sump, aeration chamber, secondary <br /> clarifier, chlorine injection system, chlorine contact chamber, and parallel pressure sand filters. The <br /> facility operates in batches and has a design capacity to treat up to 30.000 gallons per day. Review of <br /> the self-monitoring reports indicates the facility is treating on the order of 3000 gallons of wastewater <br /> per day. <br /> The plant effluent outfall is to an unnamed, unlined agricultural tailwater drainage ditch. This ditch <br /> drains to the north towards a larger unnamed, unlined drainage ditch. A pumping station pumps <br /> accumulated water from this larger ditch over the levee and into Bishop Cut.
