Paradise Point Marina consists of a store/restaurant, boat repair building, office, house boat <br /> pumpout, four mobile homes for employee housing, laundry facilities, showers, and storage <br /> buildings. <br /> 6. The Report of Waste Discharge describes the wastewater discharge as follows: <br /> Monthly Average Flow: 0.0045 million gallons per day (mgd) <br /> Daily Peak Wet Weather Flow: 0.0114 mgd <br /> Daily Peak Dry Weather Flow: 0.0163 mgd <br /> Design Flow: 0.0300 mgd <br /> Average Temperature: 68°F summer; 58'F winter <br /> Influent <br /> Constituent(influent) m9d lbs/day <br /> BODS 1 358 13.5 <br /> Total Suspended Solids 204 7.7 <br /> ' 5-Day, 20°C biochemical oxygen demand <br /> 7. Paradise Point Marina in the past, has consistently discharged formaldehyde at concentrations up <br /> to 84 ppb. This exceeds the Department of Health Services State Action Level of 30 ppb. The <br /> source of formaldehyde is a chemical toilet deodorant used in house boat holding tank known as <br /> Aeroflush. Past laboratory bioassays have shown 0% survival rate due to this chemical additive. <br /> As of 9 August 1991,the Discharger has stopped using toilet deodorant that contains <br /> formaldehyde. No bioassay failures have been recorded since. <br /> 8. The City of Stockton provides services for the disposal of Paradise Point Marina's sewage sludge. <br /> Paradise Point Marina pumps its sewage sludge during the summer months when recreational <br /> activities and discharge to the outfall are at their peaks. <br /> 9. The U.S. Environmental Protection Agency(EPA) and the Board have classified this discharge as <br /> a minor discharge. <br /> 10. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River Basin <br /> and the San Joaquin River Basin(hereafter Basin Plan) which contains water quality objectives for <br /> waters of the Basin. These requirements implement the Basin Plan. <br /> 11. Federal regulations require effluent limitations for all pollutants that are or may be discharged at a <br /> level that will cause or have the reasonable potential to cause, or contribute to an in-stream <br /> excursion above a narrative or numerical water quality standard. Based on information submitted <br /> as part of the application,in studies, and as directed by monitoring and reporting programs the <br /> Board finds that the discharge does have a reasonable potential to cause or contribute to an in- <br />
