f
BFC Property— UIC Drug lab page 2
26237/26239 E. Miller Ave, Escalon
Included in this work plan was a proposal to treat the contaminated waste that
has been pumped from the septic tank by allowing it to dry and 'off-gas' under
approval/waiver of the San Joaquin Valley Unified Air Pollution Control District
(SJVAPCD). The written approval or waiver for this process is to be submitted to
SJCEHD for review. If the SJCAPCD approves/waives the permit requirement,
you may treat the waste as described in the work plan.
Please submit a Well Permit Application Form and fee to SJCEHD immediately.
The report of findings is due at SJCEHD at the end of the septic system
investigation and should include any and all manifests, bills of laden, and
laboratory data sheets.
If soil/sludge/water sample laboratory data indicates that chemicals are detected
at significant levels, an additional investigation may be required to determine the
vertical extent of the chemical migration and if the ground water has been
impacted.
The septic tank is to be allowed to dry out in preparation for a visual inspection
by SJCEHD staff. Tanks that are damaged, cracked, or determined not to be in
satisfactory condition will require repair or replacement prior to being permitted to
be brought back in service (occupancy). If this septic system is not to be placed
back in service after this investigation, then it must be properly destroyed in place
(if no significant contamination remains) or removed. A permit for these
procedures can be obtained from SJCEHD.
If you have any questions you may contact Michael Infurna at (209) 468-3454.
Donna Heran, REHS, Director
Environment Health Department
1
Michael Inf ma, Senior REHS Margare Lagorio, REHS
UIC-Site Mitigation Unit IV Supervisor
c: SJCEHD — Unit V, Alan Bierdermann, Stockton.
c: USEPA REG 9 — E. Janes, WTR-9, 75 Hawthorne St, SF.94105
