San Joaquin County EHD <br /> December 7, 2005 <br /> Page 2 of 5 <br /> Cleaning and Removal of Septic Tank <br /> The contents of the septic system were pumped into a 1,200-gallon tank for storage on site. The <br /> septic tank was triple rinsed and pressure washed. All wash water was transferred to the storage <br /> tank. <br /> Ground Zero collected a water sample from the storage tank on October 21, 2004. Appropriate <br /> containers were delivered under chain of custody protocol to Argon Laboratories in Ceres, <br /> California and Alturas Analytics, Inc. of Moscow, Idaho. Samples submitted to Argon were <br /> analyzed for total petroleum hydrocarbons as gasoline (TPHg) using EPA Method 8015B, <br /> benzene, toluene, ethylbenzene, and xylenes (BTEX) using EPA 8021B, and volitile organic <br /> compounds (VOCs), expanded to include acetone, by EPA 8260. Samples submitted to Alturas <br /> were analyzed for methamphetamines by HPLC/MS/MS, total phosphorus by SM 4500 PF, <br /> iodide and chloride by EPA 300.0, and pH by EPA 150.1. <br /> The wastewater sample contained elevated levels of VOCs, inlcuding TPI-Ig at 2,800 micrograms <br /> per liter(gg/L), benzene at 6.3 gg/L, and chloroform at 230 gg/L, all of which are above drinking <br /> water standards, but below hazardous waste thresholds. Methamphetamine was detected at 0.26 <br /> micrograms per milliliter (gg/ml), but no drinking water standard has been developed for <br /> methamphetamine. Analytical results are summarized in Table 1. <br /> During a site inspection to mark the drilling locations for clearance by Underground Service Alert <br /> (USA)prior to additional investigation, it was discovered that the property owner had removed the <br /> septic tank. According to Mr. Van Spronsen the septic tank was removed but no additional soil was <br /> excavated. According to Mr. Van Spronsen the septic tank was transported to Modesto Sand & <br /> Gravel for disposal along with other concrete debris. A septic tank closure permit application and <br /> associated fee was submitted to EHD on May 17, 2005. A declaration from Mr. Robert Van <br /> Spronsen summarizing removal and disposal activities is included in Attachment 1. <br /> Soil Investigation <br /> On April 8, 2005 Ground Zero Analysis, Inc. (Ground Zero) performed a subsurface <br /> investigation at the subject site. The investigation was conducted at the request of and under the <br /> direction of EHD. <br /> Since the property owner had removed the septic tank(see above)no soil borings were advanced at <br /> the site. Instead, soil samples were collected at the location of the former septic tank and beneath <br /> the leach lines. At the request of Ground Zero and EHD, Mr. David Van Spronsen used a backhoe <br /> to expose the leach lines to allow the collection of soil samples at selected locations. No leach pits <br /> were identified at the ends of the leach lines. Mr. Van Spronsen indicated that leach pits could not <br /> be installed due to the presence of hard pan at a depth of approximately 5 to 6 feet bgs.
