K
. 1.0 INTRODUCTION
Cape Environmental Management, Inc. (CEMI) has contracted with the General Services
Administration GSA to conduct a subsurface investigation. This Work Plan describes a
subsurface soil investigation related to the closure of two (2) existing underground storage tanks
and appurtenant piping at the U S. Post Office building located at 401 N San Joaquin Street,
Stockton, California The site location and general fatality layout is depicted on Figure 1 - Site
Plan.
The purpose of the soil testing program is to assess potential soil impacts resulting from possible
hydrocarbon releases from on-sate UST's and/or buried piping. Five (5) test
bonngs will be drilled at selected locations in order to collect soil samples and to describe
general subsurface geologic conditions.
All work will be conducted in accordance with all applicable regulations and following prior
approval by San Joaquin County Public Health Services-Environmental Health Division. It is
presently anticipated that the field work will be performed on June 30, 1994 Results of this
investigation will be used to design future tank closure and/or soil remediation work.
2.0 DRILLING
Prior to the drilling activities, underground service alert (USA) will be contacted and service
. utilities will be marked. Also, a geophysical survey will be conducted in the work area to
further detail locations and orientation of the UST's, tank fill piping and product delivery lines,
shallow landscape irrigation piping, and water, gas, and electric utilities. The subsurface
geophysical methods to be used are ground-penetrating radar and magnetic, electromagnetic,
and/or radio-frequency detectors.
Five (5) test borings will be drilled by a truck-mounted continuous-flight hollow-stem auger at
the locations shown in Figure 2 - Site Detail.
Two (2) twenty-foot angle borings and one (1) twenty-foot vertical boring will be advanced to
assess potential soil impacts associated with leafing UST's. Two (2) ten-foot borings will assess
potential soil impacts associated with leaking product delivery lines and piping (Figure 2).
Following soil sample collection the bore holes will be sealed with a state-approved well grout
from total depth to surface.
Drilling spoils generated from the test borings will be temporarily stored on-sate in DOT-
approved 55-gallon sealed steel drums Each drum will be labelled to identify the test boring
and depth interval from which the spoils are derived. Soil sample chemical test results will be
used to evaluate the appropriate disposal method(s) for each drum of spoils material.
X064034 euv 1
