(Aegis), has received a copy of the letter, dated <br /> December 9, 1992, from the San Joaquin County Environmental Health Division <br /> (SJCEHD) to Mr. Dan Kirk of Shell Oil Company (Shell) regarding the subject site. The <br /> letter, in part, states: a "monitoring well should be constructed below the first aquifer and <br /> soil below the first aquifer should be sampled and analyzed." <br /> It is the opinion of Aegis and Shell the soil and groundwater investigations conducted to <br /> date were adequate and appropriate. It is also our opinion sufficient data does not exist <br /> to warrant the drilling and installation of a monitoring well below the first aquifer, and incur <br /> the risks such exploration poses. <br /> Shell has complied with all SJCEHD requests regarding the site. The SJCEHD reviewed <br /> and approved all workplans prior to the respective subsurface investigations. <br /> Aegis has performed all subsurface investigations at the site to date according to the <br /> methods described in the "Leaking Underground Fuel Tank Field Manual," and the "Tri- <br /> Regional" guidelines.
