Supplemental Investigation Report,Problem Assessment Report and Work Plan <br /> Cleanu and Abatement Order No 5-00-707 EAI Pro ect No 1232 <br /> 6,0 REMEDIAL ALTERNATIVES EVALUATION <br /> 6.1 Remedial Action Objectives <br /> The main objective of the remedial alternatives selection is to evaluate and select those <br /> remedial processes that are both feasible to implement and cost-efficient alternatives to <br /> minimize any present and future threat to human health and the environment This selection is <br /> based on the current subsurface conditions and Remedial Action Objectives (RAO) The main <br /> RAO for this project is to reduce the concentration of dissolved hydrocarbons to the technically <br /> feasible extent and which is acceptable to the RWQCB <br /> 6.2 General Response Actions <br /> General Response Actions (GRAS) are broad categories of remediation that may be applied for <br /> a given site GRAs have been established by the EPA under the Comprehensive Environmental <br /> Response, Compensation, and Liability Act (CERCLA), described in Guidance for Conducting <br /> Remedial Investigations and Feasibility Studies published in 1988 Some response actions are <br /> sufficiently broad in scope to meet RAOs alone and combinations are required to address <br /> varied site conditions The two GRAs applicable to the site have been identified as institutional <br /> control and removal and treatment <br /> The following criteria recommended by the EPA were applied <br /> O Threshold Criteria (statutory requirements that must be satisfied for an alternative to <br /> be eligible for selection) <br /> a Overall protection of human health and environment <br /> o Compliance with applicable regulatory guidance <br /> © Primary Balancing Criteria <br /> • Long-term effectiveness and permanence <br /> • Reduction in toxicity, mobility, or volume through treatment <br /> e Short-term effectiveness <br /> • Conditions to implement <br /> • Cost <br /> • Modifying Criteria <br /> y g <br /> • RWQCB acceptance <br /> 6.3 Identification and Screening of Technology Types and Process Options <br /> This section identifies and screens remedial technologies and process options based on <br /> screening criteria The technology evaluation has been based on the following factors <br /> • Wards has installed and is operating a soil and ground water iemediation system at its <br /> • site, consisting of air sparging at 60 feet bgs coupled with vapor extraction <br /> RS 1232P IRW_WP -19- <br /> ENvrAONMENTAL AUDiT, INc <br />
