Remelmt,on Plan <br /> Cleanup and Abatement Order No 5-00-707 EAI Project No 1232 <br /> 1.0 INTRODUCTION <br /> ' On September S, 2000, the California Regional Water Quality Control Board Central Valley <br /> Region (RWQCB) issued Cleanup and Abatement Order No 5-00-707 (the "CAO") to Union <br /> ' Oil Company of California (Unocal), Montgomery Ward, LLC (Wards), Surry California <br /> Limited Partnership, and Stone Brothers and Associates General Partnership, for the properties <br /> located at 5400 Pacific Avenue and 5606 Pacific Avenue, Stockton, California (see Figure 1) <br /> The CAO requested the responsible parties to (1) investigate and clean up petroleum <br /> hydrocarbons released from the underground storage tank (UST) systems formerly located on <br /> 5400 Pacific Avenue and 5606 Pacific Avenue, and stated that discharges from these two <br /> ' properties have impacted ground water extracted and used by San Joaquin Delta College to <br /> irrigate its campus Ground water was extracted by Delta College from an irrigation well <br /> identified as the "Robinhood Irrigation Well" (RIW) (see Figure 1), and (2) provide San <br /> ' Joaquin Delta College a short-term and long-term irrigation water source to replace the RIW <br /> This report addresses the following action item contained in the CAO <br /> • Submit a Remediation Plan for the cleanup of soil and ground water at the former <br /> Unocal site <br /> Additionally, this report also addresses the remediation of impacted ground water near the <br /> RIW, and additional assessment activities on the Wards site to provide better data on the <br /> vertical extent of ground water impact and work on the Wards and Unocal sites to evaluate the <br /> thickness of a clay layer <br /> EAI was retained by Unocal to prepare this report This report was prepared following Tri- <br /> RegionaI Board staff "Recommendations for Preliminary Investigation and Evaluation of <br />' Underground Tank Sites," including Appendix A "Reports " <br /> 1 <br /> BS 1232P RAP ADD <br /> ENVIRONMENTAL AUDIT,INC <br />
