Food Express , Inc. - Lathrop , CA <br /> a) General site layout <br /> All oil products on FXI's property are stored and used in a safe manner. Oil <br /> products are securely contained inside concrete/steel tanks to prevent vehicle damage to <br /> the fuel oil system. No discharge or leak would be expected unless failure of an oil <br /> product tank was to occur. The tanks and containment structures are inspected monthly. <br /> Great care has been taken by FXI to ensure that oil products are inventoried, contained, <br /> controlled, and remain secure. If a spill or discharge were to occur, FXI has trained staff <br /> and will respond to and contain the discharge. If the discharge exceeds the capabilities of <br /> FXI's control, outside contractors will be called to assist. All storm water discharges will <br /> be checked for containments. No liquid discharge will be allowed to drain from the <br /> containment system without verification that it is free of oil products and management <br /> approval. <br /> b) Buried piping installation, protection and examination <br /> procedures <br /> FXI has no buried piping for fuel oil product transfer. <br /> c) Pipe support design <br /> The pipe supports in the oil product storage system are constructed of steel and <br /> monitored monthly. The supports are securely mounted on concrete and no exposed <br /> piping is installed outside of containment. (40 CFR 112.7(e)(3)(iii)). <br /> d) Aboveground valve and pipeline examinations <br /> Aboveground valve and piping will be inspected on a regular basis and note the <br /> conditions of the pipes, flanges, locking valves, metal surfaces and any area that has a <br /> high potential for leaking. All aboveground piping will be marked with the product content <br /> and direction of flow, as appropriate or required.
