E <br /> Food Express , Inc. - Lathrop , CA <br /> e) Aboveground piping protection from vehicular traffic <br /> All aboveground piping is and shall remain protected from vehicular traffic by means <br /> of bumper poles, containment barriers, clearance and warning signs upon entering the <br /> facility. The current aboveground fuel oil product storage tank is located within the <br /> protection of a concrete and steel tank. No vehicular traffic can access the tank or its piping <br /> within the area. The entire oil products storage and piping area is secured and isolated <br /> from vehicular traffic. Vehicles that refuel or delivery trucks that fill the fuel oil product tank <br /> travel on the concrete containment pad area. The tanks are secured and protected within <br /> the fuel oil products area and the oil product tank is securely mounted on concrete. <br /> f) The loading, unloading and transfer of oil products at the <br /> facility <br /> Only employees of FXI and trained authorized personnel are permitted to unload or <br /> load the tank's oil products from the facility. No public access is allowed at or in the <br /> containment area. The oil products transfer area is secured by concrete flooring, <br /> concrete/steel tanks, security cameras and lighting that provides for safe night time <br /> illumination. <br /> All facilities must comply with the minimum requirements of the U.S. Department of <br /> Transportation regulations for loading and unloading oil products including, but not limited <br /> to: (as applicable) <br /> 1. No smoking during loading or unloading any oil products. Smoking on or about any <br /> motor vehicle while loading or unloading any oil products material is forbidden. <br /> 2. Keep fire away from all loading and unloading events. Extreme care shall be taken in <br /> the loading, unloading and refueling of oil product materials into or from any motor <br /> vehicle to keep fire away and to prevent persons in the vicinity from smoking, lighting <br /> matches, or from carrying any flame or lighted cigar, pipe, cigarette or incendiary <br /> device. <br /> 3. Handbrake or parking brake shall be set while loading, unloading or refueling. No <br /> hazardous material shall be loaded into or on, or unloaded from, any motor vehicle <br /> unless the handbrake or parking brake is securely set and all other reasonable <br /> precautions have been taken to prevent motion of the motor vehicle during such <br /> loading or unloading process. <br /> Environmental Services 15 <br /> 2012 <br />
