r <br /> 1 . Planning Division: <br /> a. waste oil collection shall be limited to waste oil gen- <br /> erated within San Joaquin County. <br /> b. All vehicles involved with the waste oil process shall <br /> be restricted to daylight operations . <br /> C. The waste oil recovery area shall be designed to contain <br /> the total capacity for the oil storage tanks within a <br /> bermed impermeable barrier. <br /> d. Applicant agrees not to now or in the future apply for a <br /> hazardous waste incinerator on this site or adjoining <br /> properties. <br /> e. Applicant will provide funding for costs to governmenta <br /> agencies required to monitor and regulate and enforce- <br /> ment of permitted activities . <br /> f . Applicant shall plant proposed eucalyptus trees at time <br /> of construction start or within six months of same. <br /> g. Any utilization of briquetting facility for other than <br /> biomass materials will be prohibited without prior <br /> authorization by appropriate regulatory agencies. <br /> h. Steps must be taken to prevent access to the retention <br /> pond by birds and animals. <br /> i . Landscaping as indicated on the site development plan <br /> will be completed prior to beginning of plant operation <br /> and will include the entire 500 ' frontage along the east <br /> side of Austin Road. <br /> j . The guardhouse provided at the primary entrance to site <br /> will be manned 24 hours a day for security and safety <br /> considerations. <br /> k. Require oil waste recovery facility lands to be rezoned <br /> to Industrial and Williamson Act cancellation fees be <br /> paid to County. <br /> 1. Shrubs and bushes should be planted along br `h the <br /> southern and eastern fences bordering the facility. A <br /> licensed horticulturist shall review plans of the type <br /> and quantity of foliage proposed prior to their <br /> planting. (D & M) <br /> M.
