5 . Air Pollution Control District: <br /> a. Vapors from the heated oil processing tanks shall be <br /> ducted via a steam eductor to the dryer primary air. <br /> b. Continuous stack off-gas analysis shall be performed for <br /> dioxin, chloride, nitrogen oxide, sulfur dioxide and <br /> carbon monoxide levels . <br /> C. Dust counts on the stack off-gas shall be conducted on <br /> monthly basis by an independent certified laboratory. <br /> Laboratory analysis shall be performed on the composi- <br /> tion of the dust to determine lead and chromium levels. <br /> d. Exhaust from dryers will be monitored daily for possiblel <br /> air contamination with hazardous materials . Should conte <br /> taminates be identified, operation will shut down until <br /> problem is corrected. <br /> e. Exhausts and dust will be monitored for Particulate <br /> Matter 10 contamination and steps taken to eliminate <br /> cause. <br /> f . Dust collection from Cyclones and Bahouse equipment will, <br /> be tested for hazardous material and disposed of in an <br /> authorized facility. <br /> g. The hose streams required to control dust shall be in <br /> place on the entire three acre storage site prior to <br /> acceptance of biomass materials. <br /> h. Fugitive emissions from water evaporation during the <br /> waste oil recycling process shall meet APCD standards <br /> and be monitored separately and on a regular basis. <br /> i. All on-site roads will be paved to control PM 10 <br /> particulates . <br /> j . Hydrocarbon emissions from the waste oil evaporator <br /> shall be controlled through the use of a condenser/ <br /> activated charcoal filter system. (EIR) <br /> k. Hydrocarbon emissions from waste oil handling shall be <br /> minimized through use of vacuum trucks and a vacuum <br /> delivery system. (EIR) <br /> 1.
