5. Air Pollution Control District: (Cont) <br /> M . A meteorological monitoring station equipped with <br /> instrumentation to measure and record wind speed, wind <br /> direction and ambient temperature should be installed, <br /> operated and maintained within the property boundaries . <br /> Quarterly reports should be submitted to the APCD. (D <br /> M ) <br /> n. Extra fabric filter bags for the baghouse should be <br /> stored on-site. Any broken bags in the baghouse should <br /> be replaced routinely. (D & M ) <br /> o. A PM 10 baseline air monitoring system should be <br /> installed and operated on-site for a minimum of 12 <br /> months prior to construction. Monitoring shall continue <br /> throughout the project construction phase. At lease one <br /> year of monitoring should also be conducted after the <br /> facility commences with its commercial operation. <br /> Records of the monitoring results should be reported to <br /> the APCD on a quarterly basis . (D & M ) <br /> p. Vents from heated storage/treatment tanks and from the <br /> evaporator system should be educted through flame <br /> arrestors to a suitable flare or to dryer primary air. <br /> (D & M ) <br /> q. Continuously monitor and alarm dryer and boiler off- <br /> gases for CO and residual oxygen . Check for NO2 and HC1 <br /> emission levels quarterly and as a function of chloride <br /> level in the fuel. ( D & M ) <br /> r. Trucks transporting feedstock on-site or transporting <br /> product off-site should be dispatched to allow adequate <br /> distance between each truck ' s arrival and departure. <br /> All unnecessary idling should be avoided off-site. (D <br /> M) <br /> S. Trucks transporting biomass to the site should be ade- <br /> quately tarped to prevent litter and particulate <br /> emissions . (D & M) . <br /> t. The biomass dryers should be designed with low NOx <br /> burners . (D & M) <br /> U. Low sulfur fuel oil ( /0. 025% ) should be used whenever <br /> possible. Records of the sulfur content determined by <br /> periodic sampling should be recorded and reported quar- <br /> terly to the APCD. (D & M) <br /> 9. 2. 0225E1 - 7 - 6/12/89 <br />
